The benefits of providing regional transit authority services without charging a fare are clear but hard to quantify, Senate President Emerita Harriette Chandler said in a recent letter to the Worcester City Council.
The letter late last month to the council’s Public Service and Transportation Committee signaled Chandler’s support for an idea that’s been gaining support locally but also stands as a preview to a debate that could crop up in coming months as the Senate takes up its budget and a transportation financing bill.
