EPA, city at odds on new permit
The Research Bureau’s May 18 report on storm water regulations in Worcester brings welcome clarity to a complex and contentious issue that has unnecessarily divided public officials and environmental advocates.
The report’s value lies both in sketching the history that has led to tighter environmental regulations — and much cleaner water — and in explaining why Worcester and many other places are reaching a point of diminishing returns in efforts to achieve a still cleaner environment.
