WORCESTER – The Worcester Regional Research Bureau is talking trash in its latest brief, praising a recent pilot program using clear plastic bags for disposing of recyclables and recommending the city investigate both stricter penalties for illegal dumping and a free trash drop-off site.
“By many metrics, Worcester’s waste collection systems are working well,” says the brief, titled “Trash, Recycling and Yard Waste Removal.” “The (pay-as-you-throw) model provides an important revenue stream for trash pick-up, the city’s recycling rate is high for an urban area, and the leaf collection program, according to one former Department of Public Works chief, is one of the most popular programs in the city. Still, as with any city, there is room for self-improvement.”
