When Worcester set out to remake itself, the obstacles were great, but the optimism was greater.
Faced with a struggling economy and sluggish downtown, city leaders recognized the need for rebirth. They proposed a bold plan: Demolish and rebuild more than 20 acres in the city’s core.
“The choice is simple,” one leader declared. “We can take advantage of urban renewal and attack the cancer in the heart of our city, or we can watch the city decline into oblivion.”
