WORCESTER — The city has been wrestling the past few years with an issue often referred to as “the elephant in the room” at City Hall, namely, Other Post-Employment Benefits, also known as OPEB.
It involves pension and health insurance costs for retirees. Because of the staggering numbers involved, past and present city councils have tiptoed around the issue.
While some have accused the council of kicking the can down the road when it comes to OPEB, others have said there is little it can do to tackle the problem head on without having a devastating budgetary impact on municipal programs and services.
